Description
The Community and Economic Development (CED) division of the Housing and Economic Development department is seeking an experienced professional to join our team as a Senior Planning Analyst. This position will lead data collection, evaluation, and outcomes reporting needs within the CED division and will coordinate efforts to develop/refine metrics and indicators for evaluating its portfolio of programs, including those related to disparity reduction and climate change mitigation. The position will coordinate internally and externally to identify opportunities to align and partner on evaluation and related efforts.

Location and hours:
This position is hybrid and will be performed both on-site at 701 Fourth Avenue South, Minneapolis, MN 55415, and remote as job duties require. Work hours are flexible, Monday through Friday, 8 a.m. – 4:30 p.m. This position may require attending some evening and weekend meetings or events. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
· Support CED’s ongoing implementation of small business support, land use planning, redevelopment, and business district programming by working with program managers to refine and implement a results-based accountability approach, including metrics, benchmarks, and evaluation plans for the department’s programming.
· Work with management to effectively use data and evaluation results to make recommendations and shape future programming.
· Serve as CED data resource and subject matter expert by identifying and following regional dashboards, providing data support to team members, identifying team research and data needs.
· Review existing program guidelines and applications and work with program managers to ensure alignment with measurable program goals, county disparities reduction and climate action goals, and HED goals; work with community development staff to develop and refine indicators for evaluating the effects of CED community development programs.
· Query, transform, and clean data from a variety of sources; analyze data and identify trends, patterns, and insights; visualize data in engaging and informative ways for various stakeholders; and develop reports and dashboards from concept to production.
· Track impacts of CED programs on reducing racial and other disparities within HC populations; develop and align indicators for tracking impacts of HED programs on mitigating and adapting to climate change; and work with team members to track and report these outcomes annually.
· Liaise with internal teams on coordinated data collection efforts; identify research or partnership opportunities through the University of Minnesota and other groups; work with Hennepin County Communications on content that demonstrate program impacts.
Need to have:
· One of the following:
o Bachelor's degree in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation and 18 months or more of relevant planning analyst experience.
o Bachelor's degree in one of the fields listed below and one year or more of relevant planning analyst experience.
o Master's degree or higher in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning or a field appropriate to the area of specialization.
Nice to have:
· Experience:
o Managing community development or economic development projects or programs.
o Developing benchmarks and indicators and/or conducting program evaluations.
o Using research, analysis, and synthesis skills to help support program design and implementation.
o Working with demographic, business, labor, and other data sets, such as the US Census, MN Department of Employment and Economic Development, Bureau of Labor Statistics, Met Council and others.
o Coordinating ongoing data collection and report preparation to meet internal and external reporting requirements.
· Knowledge of:
o Principles and practices of planning and program evaluation, including results-based accountability.
o Metrics to measure and track both the impacts of programs and initiatives on addressing racial and other disparities and the county.
o Best practices in research design and methodologies.
o Economic, labor market, and development data sets and data bases.
o Statistics and experience using statistical packages for analyzing datasets (e.g., R, Python, SAS, Stata, etc.).
o Data science process and principles (e.g., business/data understanding, data preparation, modeling, statistics/machine learning, evaluation, and deployment).
· Ability to:
o Determine research and program requirements.
o Work with peers to develop program metrics, logic models, and evaluation plans.
o Collect and interpret data and information from a variety of sources, clearly and concisely with attention to detail and accuracy.
o Analyze data, present information, and communicate results using Microsoft Excel and PowerPoint, PowerBI, and other tools.
o Query and transform data from large and complex databases using SQL or similar tools.
o Establish and maintain effective relationships with colleagues, community groups, city partners, and other stakeholders from a variety of backgrounds.
o Work independently and successfully manage multiple priorities.
o Communicate with government agencies, businesses, community groups, and the general public, including traditionally underrepresented populations, through written, visual, and verbal presentations.
