Description
The Community and Economic Development (CED) division of the Housing and Economic Development department is seeking two experienced professionals to join our team as Senior Planning Analysts.
The first position is a Program Manager that will primarily support the county’s CEO Growth Series and cohort learning programs. This position will assist with culturally responsive outreach and support with small business owners, communications and education, program monitoring, and relationship building with program vendors, cities, and agency partners. The second position is a Business Navigator that will primarily support the county’s Elevate Hennepin business platform and Business Navigation. This position will assist with culturally responsive outreach and support with small business owners, communications and business hub monitoring, and relationship building with business advisors, vendors and agency partners. Location and hours:
These positions are hybrid and will be performed both on-site at 701 Fourth Avenue South, Minneapolis, MN 55415, and remote as job duties require. Work hours are flexible, Monday through Friday, 8 a.m. – 4:30 p.m. These positions may require attending some evening and weekend meetings or events. While these positions are designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In these positions, you will:
Assist with contract management, including drafting, negotiating and executing contracts; performing due diligence on vendors; tracking contract compliance; managing program financials; and overseeing payments.
Assist with event and meeting coordination with city partners, chambers of commerce, business associations, and small business owners.
Support and help connect entrepreneurs and small businesses with available resources.
Conduct inclusive, culturally competent outreach and relationship management with local business communities.
Cultivate and maintain ongoing relationships with Hennepin County stakeholders in the business community, including intra-agency, city, and other state and federal business support programs.
Plan, coordinate, schedule, and track outcomes of meetings and events, and represent Hennepin County’s business support programming through face-to-face meetings, virtual consultations, webinars, and presentations to local business groups, agency, and city partners.
Manage and implement data tracking.
Maintain, update, and promote resource offerings from Hennepin County and partner agencies to ensure that underserved business owners have equitable access to resources.
Assist with the creation of program client service standards and processes that ensure program goals are met.
Support other economic development initiatives, including programs that support place-based approaches to enhance business districts, and those that provide technical and financial assistance to entrepreneurs and expanding businesses.
Need to have:
One of the following:
Bachelor's degree in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation and 18 months or more of relevant planning analyst experience.
Bachelor's degree in one of the fields listed below and one year or more of relevant planning analyst experience.
Master's degree or higher in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning or a field appropriate to the area of specialization.
Access to reliable transportation to attend occasional meetings throughout Hennepin County.
