Description
Hennepin County’s Department of Broadband & Digital Inclusion (BDI) is hiring a Policy and Partnerships Manager to join our team. This position will manage, coordinate, and lead a variety of policy and partnerships functions, supervise staff members, lead large scale projects, monitor, and make recommendations on federal/state/local legislation/regulation.

Location and hours:
This position is hybrid and will be performed both on-site at various Hennepin County locations and remote as job duties require. Work hours are Monday through Friday, 8 a.m. to 4:30 p.m. with some potential after hours meetings as necessary. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
· Manage, coordinate, and lead a variety of department administrative functions, including implementing and sustaining the connectivity programs.
· Represent the department on committees and task forces and liaise between the department and external departments and other organizations.
· Create and implement systems to manage, and assist the director in building, expanding, and nurturing, relationships with community-based organizations, Internet providers, faith-based groups, multifamily property owners, and small, medium, and large technology industry players.
· Supervise and direct work of up to two administrative staff members and evaluate their performance.
· Develop, manage, and staff community events throughout the county. Identify and coordinate engagement at community events, contributions, and sponsorships designed to support department objectives.
· Support and develop policies for county board action, monitors proposed bills, and regulations.
· Lead large-scale projects focused on empowering communities to shape their broadband future and foster stronger digital equity ecosystems.
Need to have:
· One of the following:
o Bachelor's degree or higher in public administration, business administration, or other field appropriate to the position and four years or more of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
o Eight or more years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
Nice to have:
· Experience with:
o Supervising and directing the work of other staff.
o Assisting with budget analysis and preparation.
o Using Microsoft Office Suite and/or other similar applications to create reports, spreadsheets, presentations, etc.
o Developing, implementing, and administering training to staff.
· Ability to:
o Establish and maintain effective working relationships with internal and external customers.
o Investigate and resolve complaints.
o Read and interpret policies, procedures, laws, and regulations.
o Advancing equity and reducing disparities in the community.
