Description
The Tax-Forfeited Lands section of the Property Tax division is seeking a Senior Property Manager to manage tax-forfeited land and buildings including all aspects of property management of such property until it is sold or conveyed. This position will also monitor and coordinate contract compliance for major building maintenance and renovation projects undertaken on tax-forfeit structures and manage cross-departmental and other community engagement projects for tax-forfeited properties acquired, owned or leased by the county.
The ideal candidate for this position will demonstrate an open minded and tactful approach when entering and assessing various property conditions. This may include handling commercial buildings with environmental risks as well as private residences with varying conditions.

Location and hours:
This position is hybrid and will be performed at the Hennepin County Government Center at 300 South 6th Street, Minneapolis, MN 55487, throughout the county, and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. with some flexibility. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
· Manage all aspects of inspection and evaluation of newly acquired tax-forfeited property for current value, occupancy status, and reuse potential.
· Develop plans for reuse and coordinate, implement and supervise clean-outs of abandoned buildings, structures, and other properties as necessary.
· Coordinate and oversee contractors for the securing and boarding, winterizing, and other general maintenance of tax-forfeited property.
· Initiate and complete all technical and legal documents associated with the conveyance of land and buildings to former owner, purchasers, or other jurisdictions or agencies.
· Coordinate the entire public auction process, while working with contracted brokers and/or the online auction site (MNBid).
· Meet with elected officials or assistants, community organizations, municipal planners, private developers, and engage in cross-departmental project teams to collaboratively determine the highest and best reuse options for tax-forfeited properties.
· Administer and maintain a comprehensive record-keeping system for property and/or lease management activities and reports.
· Serve as point of contact for other county departments and external customers such as former property owners, staff from cities, Minnesota DNR, MnDOT, MPCA and provide expert consultation on the status of the tax-forfeit properties and options for disposition.
· Coordinate all necessary activities pertaining to tax-forfeited land, building auctions, and broker sales to general public and adjacent owners.
Need to have:
· One of the following:
o Five years of experience appropriate to the area of specialization, such as: property management, building maintenance and contract management, or space management including space planning and utilization analysis.
o Bachelor's degree in business administration, public administration, research methods, statistics, behavioral/social science, computer science/MIS, management science, urban/city planning, or a field appropriate to the area of specialization.
o Related education and/or experience to total four years or more.
· A valid driver's license and the ability to obtain a Hennepin County driver's permit.
