Description
Hennepin County’s Public Works Transportation Project Delivery department is seeking a Supervising Engineering Technician to join the Transportation Construction division. This position will be responsible for leading a team of technicians, performing Bituminous plant inspections and construction materials testing, ensuring the materials laboratory maintains American Association of State Highway and Transportation Officials (AASTHO) Resources certification and being the main contact for all materials related topics.

Location and hours:
This position is hybrid and will be performed both on-site during the construction season at the construction materials laboratory office in the Public Works Facility, 1600 Prairie Drive, Medina, MN as well as at various sites throughout Hennepin County and remote, during the winter season, as job duties allow. Work hours will be Monday through Friday from 7a.m. to 3:30p.m. and are flexible. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In this position, you will:
• Supervise the work of 2-3 Materials Lab technical staff, including hiring, training, disciplinary actions, timecard approvals, annual reviews, etc. Direct daily activities and review work completed by assigned employees to ensure accuracy and specification compliance.
• Maintain laboratory AASTHO RE:SOURCE accreditation and specification compliance in aggregates, hot mixed asphalt and soils. Maintain, repair, calibrate, and procure lab and field equipment as needed to preserve compliance.
• Ensure that all laboratory tests are done in accordance with MN/DOT and AASTHO test procedures.
• Prepare detailed technical and administrative reports for project engineers and department managers.
• Perform materials testing and plant inspections.
• Prepare work group budgets and estimates.
• Review project proposals, special provisions, plans and governing standard specification book for requirements on sampling, testing & monitoring of materials on the projects.
• Review invoices for outsourced work, resolve differences and prepare requisition for payment.
• Lead internal projects that modernized and increase the efficiency of the laboratory.
• Implement best practices for material testing and quality assurance.
• Collaborate and communicate with multiple Hennepin County departments, other public agencies and consultants or groups on planning, programming, issues resolution and completion of construction projects.
• Provide engineering and field staff with timely test results and recommendations.
• Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity & inclusion.
Need to have:
• One of the following:
o Nine years or more of experience in technical non-professional highway, land survey, geographic information systems application, construction inspection or related engineering work, two of which must have been as a lead worker providing work direction to other technicians.
o Bachelor's degree or higher in civil engineering, environmental engineering, water resources management, construction inspection, or closely related field and five years or more of experience in technical non-professional highway, land survey, geographic information systems application, or related engineering work, two years of which must have been as a lead worker providing work direction to other technicians.
o Associate degree in civil engineering, environmental engineering, water resources management, construction inspection, or closely related field and seven years or more of experience in technical non-professional highway, land survey, geographic information systems application, or related engineering work, two years of which must have been as a lead worker providing work direction to other technicians.
• Certification(s) from MnDOT; Bituminous Plant 1, Concrete Plant 1, bituminous street, concrete field 1, concrete field 2, grading & base 1, grading & base 2.
• Note: GISP Certification or LSIT (Licensed Surveyor in Training) may be substituted for 5 years of experience. Current Certified Survey Technician (CST) Level 4 OR Licensed Land Surveyor (LS) may count for 8 years' experience.
• A valid driver's license and the ability to obtain a Hennepin County driver's permit.
Nice to have:
• Experience:
o Working with AASHTO resources accreditation and AASTHO standards.
o Utilizing computer software such as Bluebeam, Microsoft Office Suite, or RtVision One Office.
o Directing a work team, coordinating work with other internal department divisions; as well as working with outside agencies and consultants.
o With road or bridge construction experience and/or road or bridge construction inspection.
o With construction materials testing.
• Ability to:
o Maintain effective relationships with local government representatives, contractors, consultants, residents, and coworkers.
o Read and interpret MnDOT standard design manuals and technical memos, construction plans, specifications, and other job-related forms.
o Communicate using visual, verbal, and written methods.
o Direct a work team or coordinate work with intra-department groups.
o Schedule, prioritize, and balance several tasks/projects.
o Review and interpret contract plans and specifications.
• Knowledge of:
o The fundamentals of civil engineering; engineering construction materials, equipment, and practices.
o Hennepin County roads and bridges operational structure.
o Diversity and inclusion strategies with a focus on disparities reduction.
