Description
The Human Resources (HR) department is looking for a Total Rewards (TR) Operations Manager to join our team. This position will lead a multi-disciplinary team ensuring effective and considerate employee engagement and benefits experience. The Total Rewards Operations section supports the overall Total Rewards division and employee benefits through the HR Service Center, benefits support, data and analytics, and supportive technologies.

Location and hours:
This position is remote. Remote workers may be required to come on-site 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours are Monday through Friday, 8 a.m. – 4:30 p.m. Based on business needs of this position, hires must live in or relocate to Minnesota. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
· Select, train, support, provide work direction, and manage performance of TR operations staff, ensuring they have the knowledge and resources necessary to effectively communicate and facilitate benefits programs and achieve workplan goals.
· Ensure county employees, their families, and retirees receive comprehensive and timely customer service. Provide subject matter guidance and decision making on escalated employee benefit documentation.
· Facilitate data driven strategic planning and workplan development that align with the HR strategic plan, other division strategies/workplans, communications, and technology plans.
· Oversee evaluation and analysis projects that use metrics to drive decisions in benefits system provisions and effectiveness. Oversee large projects with county-wide impact, including open enrollment.
· Create and oversee systematic processes ensuring benefit data entries are completed timely and accurately with a process improvement lens.
· Coordinate data and technology activities that ensure comprehensive approaches to service delivery and reporting quality improvement and systems design. Facilitate data file exchange processes with internal and external partners.
· Develop, recommend, and implement benefit data management systems, standard operating procedures, and policies in coordination with TR colleagues, benefits consultant and County Attorneys’ Office that ensure legal and IRS compliance.
· Manage Total Rewards division request for proposal (RFP) processes, contracting, BAR development, and vendor performance management.
· Serve as a human resources information system (HRIS) subject matter expert and coordinator of benefits software systems and technology
· Monitor ongoing division finances and contracts in coordination with HR/TR leadership and Office of Budget and Finance (OBF).
· Coordinate with IT, APEX, HR, Labor Relations, and OBF departments and benefits consultant for benefits data requests and communications.
Need to have:
· One of the following:
o Eight or more years of professional human resources experience.
o Certificate in human resources from an approved college or university or two years of college including 12 semester credits in the above fields, and six or more years of professional human resources experience.
o Bachelor's degree or higher in business administration, industrial relations, human resources administration, public administration, psychology, or a field closely related to the position, and four or more years of professional human resources experience.

o With vendor and partner relationship management.

o Communicate effectively and succinctly in a variety of settings and styles with management and other officials.
