Description
The Workforce Development area is seeking two Workforce Innovation Analysts. These positions will provide data and planning analyst support to career pathways programming and other grant-funded programming as necessary. These positions will be responsible for the day-to-day communication with existing and potential grantees, designing and managing the requests for proposals (RFPs), preparing materials for leadership in the selection of proposals, ensuring program compliance via monitoring grants, establishing and managing a community of practice for each program area as well as writing reports highlighting program outcomes. These positions will work with providers as they provide career search and training opportunities to Hennepin residents.

Location and hours:
These positions are remote. Remote workers may be required to come on-site an average of 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours are Monday through Friday, with flexible hours between 8 a.m. - 4:30 p.m. No weekend, overnight or holiday shifts are required. While these positions are designated as remote, based on current requirements hires must reside in Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

These are full time, limited duration (temporary), benefit earning positions lasting up to two years. These positions are internally classified as Planning Analyst, Senior. Click here to view the job classification specification. In these positions, you will:
· Coordinate and provide support to strategic initiatives to develop and carry out work plans.
· Develop and assist with implementation and tracking of practices for adherence to programs, projects, or funder requirements.
· Conduct statistical analyses and write and present statistical and project reports and recommendations.
· Facilitate large group processes, involving internal and external stakeholders, and prepare reports for management planning.
· Within the parameters of the American Rescue Plan Act (ARPA) funding, determine the nature and availability of funding, and prepare grants and other proposals for funding.
· Provide technical assistance and monitor guarantees to ensure successful programming.
· Develop request for proposals (RFPs), outlining the scope of services, and coordinating the selection process.
Need to have:
· One of the following:
o Bachelor's degree or higher in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation and 18 months of relevant planning analyst experience.
o Bachelor's degree or higher in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning or a field appropriate to the area of specialization and one year or more of relevant planning analyst experience
o Master's degree or higher in one of the fields listed above or a field appropriate to the area of specialization.
Nice to have:
· Experience:
o With grant management, project management, and program monitoring.
o With employment and training services administered within the community.
o Preparing plans for program implementation and assisting in the development of program goals and objectives.
o Collecting and interpreting data and information; writing and presenting statistical and project reports and recommendations.
o Determining the nature and availability of funding and preparing grants and other proposals for funding.
o Facilitating large group processes and preparing reports for management planning.
· Ability to:
o Deal with change and ambiguity.
o Work independently and as part of a team.
o Plan, organize and prioritize high quality work while balancing complex tasks.
o Demonstrate excellent verbal, written and interpersonal communication skills; establish and maintain effective working relationships with staff, business partners and the leadership team.
