Description
The Housing and Economic Development (HED) department is seeking an experienced housing finance professional to join the Housing Development and Finance division as the Homeownership Development Manager. This management-level position directs the homeownership and federal entitlements unit, developing and administering policies and strategies for homeownership programs, and the oversight of the HOME Investment Partnership Program and Community Development Block Grant allocations from the U.S. Department of Housing and Urban Development (HUD). This position will work with a dynamic and results-driven team to grow and preserve affordable housing and be responsible for the County’s strategies to reduce disparities in homeownership. Location and hours:
This position is hybrid and will be performed both on-site at the 701 Building, 701 4th Avenue South, Minneapolis, MN 55415, and remote as job duties require. Work hours are flexible, Monday – Friday, 8 a.m. – 4:30 p.m. This position may require attending some evening and weekend meetings. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. · Direct the county’s homeownership strategy to meet disparity reduction goals and long-term financial sustainability goals for families.
· Lead Consolidated Planning processes for the county’s HOME Investment Partnerships Program, Community Development Block Grant, and Emergency Solutions Grant, including 5-year planning, annual Action Planning, and annual reporting (via the CAPER).
· Manage HOME and CDBG grants, including compliance, subrecipient monitoring, and program evaluation.
· Develop and manage budgets with federal and local funding.
· Evaluate program performance and compliance, track impacts of programs on reducing racial and other disparities within Hennepin County populations and provide actionable reports and proposals to funders and leadership.
· Provide technical assistance to community partners.
· Plan, organize, and supervise program implementation via direct report’s workplans, and via cross-team coordination.
· Represent Hennepin County in collaborative internal and external workgroups to further advance homeownership opportunities.
Need to have:
· One of the following:
o Nine years or more of experience related to organizational operations or programs or a specialty area appropriate to the position.
o Bachelor’s degree or higher in urban/city planning, business administration, public administration, or other field appropriate to the position and five years of experience related to organizational operations or programs or a specialty area appropriate to the position.
Nice to have:
· Experience:
o Conducting program evaluation.
o Working in urban planning or land use planning, public or private sector real estate development, or in other community development related efforts.
o Using research, analysis, and synthesis skills to help support program design and implementation.
o Developing and maintaining effective working relationships with peers, managers, community and agency partners and the public.
o Developing benchmarks and indicators, developing evaluation plans, conducting program evaluations, including experience with results-based accountability approaches.
o Working at the intersection of economic development and place-based investment.
o Coordinating ongoing data collection and report preparation to meet internal and external reporting requirements.
· Knowledge of:
o Affordable housing programs and regulations, especially HOME and CDBG and relevant cross-cutting regulations.
o Budget preparation and control.
o Effective supervisory practices and techniques.
o Management information systems.
o Principles of planning, program evaluation/performance measurement, program management, and policy analysis.
o Diversity and inclusion strategies with a focus on disparity reduction.
· Ability to:
o Manage, supervise, and develop subordinate staff, support individual development goals, and foster constructive team dynamics.
o Read and analyze policies and procedures; and prepare reports, proposals, and manuals and make presentations.
o Develop and maintain effective working relationships with customers of the department.
o Plan and organize complex projects.
o Work cohesively with other work units on shared projects.
o Communicate clearly and concisely in verbal and written form.
