Description
The Information Technology and Records Management (ITRM) area of the Human Services and Public Health (HSPH) department of Hennepin County is seeking an Information Technology (IT) Developer III to join the Specialized and Emerging Technologies development team. This position will participate as part of a Kanban team. The ITRM area supports, develops, and maintains IT solutions that augment technology provided by the State of Minnesota and the IT Department with a focus on application/database administrative and development.
Effective January 1, 2023, there will be a general salary adjustment of 2.5% to the minimum and maximum of the range. Location and hours: This position is remote. Remote workers may be required to come on-site an average of 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours will be Monday through Friday, between the hours of 8 a.m.- 4:30 p.m. Work hours will be Monday through Friday, 8 a.m. - 4:30 p.m. with flexibility. While this position is designated as remote, based on current requirements, hires must reside in Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
· Provide tier III application and database support to ensure stability and consistent performance of ITRM systems (on-prem, cloud, and vendor hosted systems).
· Lead ongoing operations, maintenance, and production support related to application administration, database administration, and system configurations.
· Provide server administration.
· Provide technical insight, expertise and guidance for system onboarding, testing, maintenance, issue resolution, and upgrades.
· Research, analyze, and advance cloud technologies.
· Work with Low Code/No Code solutions (e.g., MS Power Platform).
· Work with the MS 360 platform.
· Lead Azure DevOps administration.
Need to have:
· One of the following:
o Six or more years of technology experience.
o Completion of five college/vocational technical technology courses and five or more years of IT experience.
o Completion of approved IT Hennepin County internship and five or more years of IT experience.
o Two-year college/vocational technical degree in a technology field or approved information technology certificate and five or more years of IT experience.
o Bachelor's degree or higher in a technology field and three or more years of IT experience.
o Master's degree or higher in a technology field and one or more years of IT experience.
Nice to have:
· Experience:
o With software development life cycle (SDLC) and security development lifecycle (SDL).
o With agile principles such as Scrum, Kanban, or XP.
o With the administration of tiered applications including app, web, database and reporting layers.
o As an application and database administrator.
o With technical support of critical systems (on-prem, hybrid and vendor hosted).
o With advancing technology solutions in smart technologies, IoT, Azure solutions and connected systems.
o Working in tools such as Visual Studio, PowerShell, Power BI, an ITSM system and office productivity software like Microsoft Office 365.
· Knowledge of:
o IT best practices, IT support processes, agile methodologies/frameworks, organizational applications, technology integration, security concepts, virtual and cloud concepts, networking, and data continuity.
o Different database types and understanding of how to design, build, and optimize databases, tables, and queries for high performance/availability.
· Ability to:
o Provide end user technical support for systems and applications.
o Work in collaboration with other developers, leaders, and customers.
o Communicate effectively both verbally and in writing to promote good working relationships with others.
o Organize and plan work effectively.
o Use creative problem solving when confronted with issues.
· Strong organizational, analytical, and decision-making skills.
· Skilled in writing documentation for both end-user instructional and technical audiences.
