Description
Hennepin County's Environment and Energy department is seeking an individual to join the county’s forestry team to coordinate the activities funded by the United States Department of Agriculture, Forest Service, Inflation Reduction Act (IRA) grant received by Hennepin County. This is a temporary position lasting five years that will expire upon grant funding completion. The position will perform the needed tasks associated with the administration and coordination of IRA forestry grant activities. The position will coordinate and oversee contracted activities, employment training programs, outreach activities, educational services, build out work plans for grant funded tree inspectors, tree removal and replanting scheduling as well as recording, reporting on and presenting important metrics. This position will also interface closely with the public, University of Minnesota staff, municipal staff, green jobs providers, contractors, Forestry Pathway Productive Day crew leaders and their staff. Location and hours:This is a hybrid position. Time will be spent in the field as well as in the Hennepin County Environment and Energy department at 701 Fourth Avenue South, Suite 700, Minneapolis and remote, as job duties require. Workdays and hours will typically be Monday through Friday, 8 a.m. - 4:30 p.m.While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. In this position, you will:
· Take a leading role in planning efforts, engage and collaborate with residents, municipalities, state agencies, educational institutions, volunteer groups and other organizations in support of the IRA grant activities.
· Receive and review applications for tree removal assistance from residents. Using this information, develop weekly work schedules for the tree inspectors.
· Verify and record tree inspector reports.
· Develop a tree removal contractor roster; assemble tree removal bid packages and solicit bids; assign removals for contractors; monitor contractor performance.
· Oversee grant-funded workforce development programs.
· Coordinate and assign planting and maintenance plans to contractors for all grant-related plantings.
· Develop, use and update Geographic Information System (GIS) databases and maps in collaboration with county GIS staff.
· Monitor and report contractor performance to contract manager.
· Record, compile, and deliver data based on federally mandated metrics.
Need to have:
· One of the following:
o Bachelor's degree in business administration, public administration, environmental or natural science, or a field related to the position, and two years or more of experience planning or operating environmental programs or other public works programs involving inter-agency coordination.
o Associate's degree in a field closely related to the assignment and four years or more of experience in work related to the assignment.
· A valid driver's license and access to reliable transportation for travel to various sites throughout Hennepin County.
Nice to have:
· Five years or more experience working in the urban and community forestry industry and planning, participating in and directing urban forestry projects, related community engagement and/or programs in conjunction with other local units of government.
· Knowledge of software applications for word processing, spreadsheets, GIS, and tree inventory management.
· Effective problem-solving, time-management, communication and writing skills
· Effective organizational and project management skills.
· Experience:
o With developing, administering, or reporting on workforce development programs.
o Working with and overseeing tree and/or landscaping contractors.
o Working with diverse communities to co-develop strategies to address forestry or other environmental issues.
o Making verbal presentations and preparing written documents explaining technical concepts and information for diverse and non-technical audiences.
· Ability to:
o Work in both office and field.
o Manage multiple active projects.
o Communicate effectively with staff at all levels of the organization, external partners and the diverse residents of Hennepin County, including the preparation of clear verbal and written presentations.
· Knowledge and enthusiasm in establishing and maintaining effective working relationships with the public, co-workers and other professions including teams comprised of individuals with diverse backgrounds, knowledge and expertise.
