Description
The Human Resources (HR) department is seeking a Leave of Absence Administrator to assist with the administration of applicable federal and state leave laws including the county's medical leave requests. We are looking for someone with leave and disability administration experience.
Effective December 31, 2023, there will be a general salary adjustment of 2.5% to the minimum and maximum of the range.
Current Hennepin County employees who refer a candidate hired into an open competitive position may be eligible for a $500 referral bonus. For more information visit employee referral program.
Location and hours: This position is remote. Remote workers may be required to come on-site 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours will primarily be Monday through Friday, 8 a.m. - 5 p.m. with options for flexibility. Based on business needs of this position, hires must live in or relocate to Minnesota.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position you will:
· Administer and/or process:
o Military leaves.
o Earned Safe and Sick Leaves (ESSL).
o Union leaves.
o Personal leaves.
o Educational leaves.
o Disaster leaves.
o Bereavement leaves.
o Planning for Paid Family Medical Leave (PFML).
o Hennepin County medical leave plan.
o Medical leave to employment layoff plan.
o Facilitate return to work.
· Ensure compliance with federal laws including the Family and Medical Leave Act (FMLA) and applicable state leave laws.
· Review leave requests including determining eligibility; classify leave type, review all forms for completeness and, when necessary, collect additional information from employees, supervisors or health care providers.
· Provide and explain the timecard administration process to employees and supervisors during leave.
· Provide and explain short-term disability claim filing process during leave; complete short-term and long-term employer statement; assist and field escalated disability questions and complaints.
· Track all leave requests throughout the process and ensure compliance and proper documentation with respect to all laws and regulations and initiate payroll status changes.
o Monitor/audit/manage intermittent FMLA tracking.
· Respond to employee questions or complaints about leaves and communicate the leave process to individuals and groups.
· Monitor leave policies and guidelines to maintain compliance.
· Represent the Leave and Accommodation Management (LAM) Office in training sessions.
Need to have:
· One of the following:
o Six or more years of professional human resources experience.
o Certificate in human resources from an approved college or university and four or more years of professional human resources experience.
o Two years of college including 12 semester credits in the below fields and four or more years of professional human resources experience.
o Bachelor's degree or higher in business administration, industrial relations, human resources administration, organization development, public administration, psychology or a field closely related to the position and two or more years of professional human resources experience.
Nice to have:
· Experience involving employer full-cycle leave/FMLA administration and return-to-work.
· Experience with short-term and long-term disability benefits.
· Knowledge of applicable FMLA and state laws; understanding of Health Insurance Portability and Accountability Act (HIPAA) and Protected Health Information (PHI).
· Advanced skill in working with Microsoft Office (e.g. Word, Excel, Outlook and PowerPoint) and PeopleSoft.
· Excellent customer service skills with the ability to conduct oneself professionally and handle sensitive/difficult issues in a clear and tactful manner, particularly issues of a confidential nature.
· Clear and concise written and verbal communication skills.
· Ability to:
o Establish and maintain effective working relationships.
o Handle multiple complex and simultaneous tasks while recognizing priorities and meeting deadlines, strong attention to detail and good organizational skills.
o Maintain, update, and protect confidential information.
o Troubleshoot and problem solve technical issues.
o Analyze facts and exercise good judgment in arriving at decisions.
