Description
The Strategy, Planning and Evaluation (SPE) team in the Department of Community Corrections and Rehabilitation (DOCCR) provides strategic and operational support to the department. The SPE team is seeking a Project Manager with experience in managing projects, process improvement/service design, and facilitating conversations, who will use their knowledge, skills, and abilities to actively reduce disparities and bring forth positive change within the internal operations of the County's Law, Safety, and Justice Line of Business and to clients and the community.Current Hennepin County employees who refer a candidate hired into an open competitive position may be eligible for a $500 referral bonus. Location and hours:This position is remote. Remote employees may be required to come on-site 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Typical work hours will be 8 a.m. to 4:30 p.m., though DOCCR has a flexible work environment that allows the opportunity to adjust when, where, and how a person will work to better meet business, client, customer, and individual needs. While this position is designated as remote, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.About this position type:This is a full-time, benefit earning position.This position is internally classified as a Planning Analyst, Principal.Click here to view the job classification specification.In this position, you will:
· Manage projects, such as the following:
o Create, maintain, execute, and store project documentation in alignment with good project management practice, including documents such as project definitions/charters, business cases, work plans, progress reports, communication plans, business process maps, facilitation session plans, meeting notes, and evaluation plans.
o Coordinate a team of subject matter experts without direct line authority through the necessary project phases, such as discovery, design, build, implement, evaluate, and closeout; provide guidance and assistance where needed.
o Collaborate with data analysts, IT business analysts, and system administrators as needed to address the project's technology and data-related needs.
o Strategically gather, analyze, and synthesize information to inform project-related decision-making through such methods as literature reviews, surveys, interviews, and focus groups.
· Lead process improvement and service design efforts, such as the following:
o Facilitate conversations around process discovery and process improvement with medium to large-sized groups, possibly including line staff, supervisors, and managers.
o Analyze process gaps and actively collaborate with subject matter experts to develop process solutions and process change implementation plans that improve efficiencies and other process outcomes.
o Produce clear and accurate process maps and related documentation that illustrate an appropriate level of detail for the intended audience.
· Design and lead facilitated conversations, such as the following:
o Design an approach to facilitated conversations that supports the group decision-making process, in collaboration with managers or other leaders.
o Lead discussion participants toward agreed-upon objectives in a manner that encourages participation, ownership, and creativity.
o Create and maintain documentation that supports participants' understanding of and participation in the discussion flow and content during the conversation itself as well as post-event documentation summarizing key take-aways and action items — both for participants and non-participants.
Need to have:
· One of the following:
o Bachelor's degree in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning, or a field appropriate to the area of specialization and three years or more of relevant planning analyst and/or project management experience.
o Bachelor's degree in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation and four years or more of relevant planning analyst and/or project management experience.
o Master's degree in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning, or a field appropriate to the area of specialization and two years or more of relevant planning analyst and/or project management experience.
o Ph.D. degree in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning, or a field appropriate to the area of specialization.

o Documenting and improving business processes.
· Familiarity with criminal justice system processes and evidence-based practices.
· Ability to tailor messages to different audiences.
· Skills in using Microsoft Office products, including Word, Excel, PowerPoint, SharePoint, Teams, and Visio.
