DescriptionHennepin County Human Resources Department is seeking a Workers' Compensation Manager. This position manages workers' compensation related payments and claim administration for the County and Hennepin County Medical Center. This position will require collaboration across multiple agencies while providing consultation and being tact, developing and supporting staff, continuous improvement, proactively monitoring statute and other compliance requirements and changes, and the ability to thrive in fast paced environment while applying your workers compensation subject matter expertise. The position reports to the Senior Department Administrator in Human Resources that oversees the Workplace Safety and Workers’ Compensation Division.

Location and hours:
This position is hybrid working primarily remote with some onsite work needed. The candidate will need to have the ability to report to County facilities, when requested. Typical work hours are Monday through Friday from 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
Manage the Hennepin County Workers' Compensation Unit workload and complement of claims adjusters and support staff; oversee compensation, rehabilitation, and medical benefits for all claims; establish standards, guidelines, and procedures for processing of all claims; ensure prompt payment of claims and developing mechanisms to audit and ensure compliance with established reporting requirements and statutes.
Supervise staff involved in claims administration and support staff; make job assignments and follow up to ensure goals are being met including conducting annual or probationary reviews, ensuring that staff meet performance expectations.
Investigate claims and make decisions regarding eligibility for benefits.
Work closely with the County Attorney’s Office staff dedicated to legal support for contested claims and petitions.
Partner with key contacts in the Office of Budget and Finance (Self Insurance Fund Administration) and key department contacts within the county and Health & Human Services.
Respond to agency, customer, and claimant questions or concerns or delegate to appropriate staff.
Provide consultation and training to departments regarding complex claims, developing strategic plan for claim management and coordinating return to work; partner directly with the Leave Accommodation Management Office on requests for information.
Serve as the Hennepin County representative and main contact for Workers' Compensation with the Department of Labor and Industry and all outsourced vendors for claims administration; ensure all state reporting requirements are met.
Manage contractual agreements with vendors and customers; ensure adequate funding and monitor contract budgets and utilization, work on future contract needs regarding procurement and RFP processes.
Participate in Human Resources leadership development opportunities and meetings. Keep Senior Department Administrator appraised of critical tasks and issues; work directly with divisional leadership team to develop annual work plans and project initiatives; report out on successes.
Maintain a demanding lost time caseload.
Need to have:
One of the following:
Nine or more years of experience in general administrative work related to the management of departmental/organizational operations in workers' compensation claims administration, data practices, and records management compliance work.
Bachelor's degree in business administration or other field appropriate to the position and five or more years of experience in general administrative work related to the management of departmental/organizational operations n workers' compensation claims administration, data practices, and records management compliance work.

Experience:
Working with Workers’ Compensation laws and statutes in the State of Minnesota.
Managing and providing work direction for claims adjusters and support staff.
With FileHandler or other similar Workers' Compensation software.
With CAMPUS system within the state of Minnesota.
Ability to run reports (financial data and loss runs) and interpret information, including approving and auditing invoices and records.
