Hennepin County’s Integrated Data and Analytics Department is seeking a Data and Analytics Manager to support the development of innovative and actionable data insights aimed at reducing disparities and improving outcomes for all county residents. This position will manage a team of data scientists and data engineers who are responsible for developing strategic data insights and integrated data assets for Hennepin County. This role will advance the development of the county’s enterprise integrated data system; a highly secured and carefully governed integrated data system focused on developing summary insights connected to key county strategies and initiatives.In addition to providing supervision and work direction for these teams, this position will develop and advance strategies to mature existing analytics and engineering processes, effectively develop and leverage shared data assets, and improve existing dataOps practices. This position will be a member of the Integrated Data and Analytics Leadership team where they will help develop department strategies and ensure coordination across teams and key departmental partners, particularly around data informed decision making. Location and hours:This position is hybrid and will be performed both remotely and on-site at Hennepin County buildings as job duties require. This position has a primary schedule of Monday through Friday, days, with flexibility to respond to business needs. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. Lead, coach, and supervise a team of data scientists and data engineers.
Provide leadership on the development of the Enterprise Integrated Data systems, analytics initiatives, and data informed decision making.
Provide technical and program management support for the development of the Enterprise Integrated Data System and other key data products (reports, data sets, analyses, etc.).
Establish, manage, and refine internal processes related to project identification, analytics and data project management, prioritization, strategic alignment, and quality assurance in collaboration with internal and external stakeholders.
Contribute to the development and management of department strategic plans developing ongoing strategic management reports including the development of objectives, measures, and key performance indicators.
Support the development and implementation of broader Integrated Data and Analytics Strategy through the alignment of data engineering and data analytics work with the data strategy team and broader enterprise strategies.
Provide support for strategic communication related to IDA initiatives.
Support the development of the department’s DataOps and continuous improvement and innovation practices.
Perform individual contributor duties related to the development of analytics projects concept to production as needed.
Need to have:
One of the following:
Nine years or more of experience related to organizational operations/programs or leading or managing analytics, data science, and/or data engineering teams.
Bachelor's degree or higher in analytics, behavioral/social science, business administration, computer science, data science, public administration, statistics, or another related field and five years or more experience related to organizational operations/programs or leading or managing analytics, data science, and/or data engineering teams.

Cloud based data science, big data, and analytics tools (e.g., DataBricks, data factory, synapse, etc.)
