Hennepin County's Human Services and Public Health (HSPH) department is hiring a Senior Department Administrator to lead the operations, strategy, and workforce of the Economic Supports area of Human Services.
Economic Supports has over 600+ staff whose mission is to provide access to public assistance programs to meet the basic needs and increase the self-sufficiency of Hennepin County residents. The three main program areas include financial assistance, food support and health care. This role will work across the service area, department, county and with community partners to ensure that these programs are accessible to residents. This leader will also work within and across the department to reduce health and income disparities for residents in Hennepin County.
Location and hours:
This position is hybrid will be performed both on-site at a Hennepin County building and remote as job duties require. Work hours will be Monday through Friday, between 7 a.m. – 5 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In this position, you will:
Provide senior level leadership to Economic Supports which includes leading 600+ staff in the management, planning and coordination of operations to ensure services are resident focused and operate in compliance with federal and state laws and regulations.
Be a champion of the resident experience; work with staff to incorporate this into all aspects of service delivery.
Work collaboratively across the organization and with community partners to reduce disparities and promote opportunities for accessing income, healthcare and employment for residents.
Engage and collaborate with county, state and federal agency leaders on programmatic and policy strategies that innovate and streamline economic assistance programs.
Support the management of complex business operations including multiple customer service channels (digital, telephone, community, service centers) including components of quality improvement, resource management, training, and communication.
Lead and foster a culture of innovation, teamwork and continuous improvement; use data to inform, evaluate and guide decisions, policies, and practices.
Provide direction and vision for strategic resource management including human resources and financial management/budget.
Foster and develop leadership at all levels, build talent, and maximize strengths of staff and teams.
Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity & inclusion.
Need to have:
One of the following:
Ten years or more of program administration experience in government, nonprofit, education, or an organization closely related to government.
Bachelor's degree or higher in business administration, social work, public administration, education, or other field appropriate to the position and six years or more of program administration experience in government, nonprofit, education, or an organization closely related to government.
