The Hennepin County Elections department is responsible for the administration and supervision of all federal, state, and local elections in the county and 800,000 registered voters. The department continues to expand in size, scope, and complexity in response to state and local election legislative changes, program area expansion, procedural changes, and expansion of operational responsibility within the department. To effectively manage and respond to department mission, vision, and service changes, the department is seeking to hire an Elections Division Manager - Voter Registration.This position will work closely with department management and will assume various management level operational functions for the department providing essential support to department leadership and management of the department’s voter registration division. A commitment to the department’s mission to ensure equitable access to voting while administering accurate, impartial, and secure elections, with strong operational management skills, proficient technical competency, proactive problem solving, and organized resource management skills are essential to the position. Location and hours:This position is hybrid and will be performed both on-site at the Hennepin County Government Center at 300 South 6th Street, Minneapolis, MN 55487 and remotely as job duties require. Work hours will be Monday through Friday, between 8 a.m. – 4:30 p.m. and are subject to change based on business need. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. In this position, you will:
Coordinate department voter registration program and campaign finance program areas; define program goals and objectives; define program area policies, manage area performance and strategic planning.
Provide supervision and development of regular and seasonal staff supporting voter registration and campaign finance program areas.
Develop and implement specialized training for internal and external partners supporting department and program goals and objectives.
Manage, respond, and resolve potential voting violations in coordination with the county attorney, local law enforcement, and local election partners; respond to and resolve departmental and interdepartmental issues.
Analyze data to inform program decisions and directions; draft communications with county leadership focused on voter registration and campaign finance including preparation of board action requests and board briefings.
Coordinate and develop legislative strategies and manage county-wide implementation related to voter registration and campaign finance.
Manage strategic procurements and maintain department contracts related to equipment and services supporting voter registration and campaign finance including solicitation of vendor proposals, proposal preparation, vendor evaluation and selection; development and maintenance of vendor relationships; coordinate with county purchasing and county attorney.
Prepare, monitor, and analyze department budget and expenditures and administer grant funds related to voter registration and campaign finance program areas.
Chair county-wide, intergovernmental, and department committees or task forces; represent the county and department on committee meetings within and outside the county.
Need to have:
One of the following:
Nine or more years of experience related to organizational operations or programs or a specialty area appropriate to the position.
Bachelor's degree or higher in business administration, political science, or other field appropriate to the position and five or more years of experience related to organizational operations or programs or a specialty area appropriate to the position.

Interpreting and applying Minnesota election statutes, rules and understanding of federal election laws, local city charters and ordinances with in-depth knowledge of statutes focused on voter registration, voting violations and campaign finance.
Managing county and state software systems with in-depth knowledge of the Statewide Voter Registration System.
Coordinating and developing legislative strategies with the ability to use and analyze data to inform decisions impacting the division.
Supervising and developing regular and seasonal staff supporting voter registration and campaign finance.
Defining goals, objective, program area policies and area performance for a major division within a department.
Working directly with state, federal and local election administrators.
Supporting department management with communication among county leadership including preparation and monitoring of board action requests.
Chairing county-wide, intergovernmental and department committees or task forces; representing the county and department on committee meetings within and outside the county.
