DescriptionHuman Services and Public Health department is hiring an Administrative Manager, Senior for the Safe Communities service area. Working closely with the Director, this leadership position will be responsible for staffing management, financial operational management, along with oversight and quality assurance for all programs. This position will supervise approximately six program managers to elevate their skillsets and track progress toward measurable goals to enhance skills and abilities; create and promote an adaptive and diverse workforce and build Safe Communities into a strong service array for our residents. The Senior Administrative Manager will develop budgets and allocate resources to ensure revenue maximization, disparity reduction, and fiscal responsibility.
Safe Communities, which began summer of 2022, is home to the county’s violence prevention work, including gun violence prevention, intimate partner/domestic abuse services and programs, No Wrong Door (supporting sexually exploited youth), the Joint Community Police Partnerships, the Youth Connection Center, and the Anti-Hate Initiative.
Hennepin County is committed to reducing violence through a holistic public health approach that identifies drivers of the violence, addresses risk and protective factors, uses data-driven decisions and adopts evidence-based policies and programs and effective strategies that improve outcomes for communities impacted by violence.

Location and hours:
This position is hybrid and will be performed onsite at 625 Portland Ave S, Minneapolis, MN, other Hennepin County buildings, and remote as duties require. Typical hours are between 8 a.m. - 4:30 p.m. with flexibility, Monday through Friday with occasional evenings needed. While this position is designated as hybrid, based on current requirements hires must reside in Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable after the new employee successfully completes probation.

In this position, you will:
Provide direct supervision for approximately six program managers, conduct hiring, coaching, and mentoring.
Develop and manage budgets and allocate resources to ensure revenue maximization, disparity reduction, and fiscal responsibility, as part of the leadership team.
Establish and maintain effective working relationships with key stakeholders including state, other counties, nonprofits, providers, advocacy groups, and community groups to develop partnerships, align plans and strategies, to understand the root causes of violence and develop solutions to issues of safety and violence prevention.
Develop, recommend, and implement policies affecting department activities.
Develop and supervise strategic planning and program evaluation activities; develop and implement performance measures that align with department outcomes.
Communicate the department and county vision, strategic direction and purpose, and inspire and motivate others to share the vision and work towards its achievement.
Promote employee development and engagement in area and department-wide activities; create and promote an adaptive and diverse workforce.
Need to have: One of the following:
Nine years or more of experience in the planning and administration of organizational operations or programs.
Bachelor's degree or higher in business administration, data and analytics related field, or other field appropriate to the position and five years or more of experience in the planning and administration of organizational operations or programs.

Leading an environment where team members follow a holistic and responsive approach for service delivery specifically with BIPOC communities.
Working understanding of cultural differences and the impacts of culture on service effectiveness, organizational effectiveness, and effective relationships with staff, partners, and those we serve.
Ability to understand the connection/intersection between violence prevention and social services.
Ability to balance community needs and organizational requirements.
