Description
The Department of Community Corrections and Rehabilitation (DOCCR) is seeking to fill a Strategy and Resource Manager position in the Field Services Client Programming (FSCP) division. This position is responsible for the development and management of the FSCP budget, contracts/grants, and oversight of financial approvals. This position will also be responsible for the supervision of FSCP administrative staff and serve as a member of the FSCP Management team.

Location and hours:
This position is hybrid and will be performed both on-site at the Hennepin County Government Center, at 300 South 6th Street, Minneapolis, Minnesota 55415, and remote as job duties require. Work hours will typically be Monday through Friday, 8 a.m. – 5:00 p.m. While this position is designated as hybrid, based on current requirements hires must reside in Minnesota or Wisconsin.

In this position, you will:
• Develop and manage the division budget.
• Prepare and present the annual budgets of FSCP.
• Review monthly Cognos revenue and expenditure reports and review other line-item details, and complete year-end forecast information in Cognos at least twice a year.
• Oversee divisional performance measurement and strategic planning activities.
• Solicit vendor proposals and assist in proposal preparations.
• Approve requisitions, invoices, and purchasing cards.
• Plan and assign work, administer, and enforce labor agreement and personnel rules, select, and develop staff.
• Prepare and perform monthly reconciliation of general ledger accounts and transactions; manage and monitor contract expenditures; journal entries; and year-end activities according to standardized governmental methods and procedures.
• Perform various financial analysis, participate on special projects as requested, and present finding and recommendations to leadership.
• Ability to collaborate with other DOCCR divisions along with other Hennepin County departments.
Need to have:
• One of the following:
o Nine or more years of experience in general administrative work related to the management of departmental/organizational operations or in a specialty area appropriate to the position.
o Bachelor's degree or higher in business administration, behavioral science, corrections administration, criminal justice, public administration, or other field appropriate to the position and five or more years of experience related to the position.
Nice to have:
• Experience:
o Developing and presenting budgets.
o Simultaneously managing multiple projects, contracts, along with writing and managing grants.
o Using PeopleSoft software or other financial accounting systems or financial platforms.
o Performing accounting duties such as requisitions, grant accounting, journal entries, along with year-end financial reconciliations.
o Preparing, analyzing, and/or reconciling month-end expenditure reports.
o As a lead worker or supervising a team of administrative staff working on complex projects.
o Working on the development, measurement, and reporting of program/area outcomes.
o Preparing and presenting complex reports and other materials to a variety of audiences.
o Understanding the basic accounting practices and being able to apply them.
o Reviewing invoices and approval based on contract terms.
• Ability to:
o Establish and maintain interpersonal positive working relationships with internal and external customers/partners.
o Demonstrate critical thinking, meet deadlines, and communicate effectively with leadership at all levels in a fast-paced environment.
